This is a Fresnel lens magnifier, which is very different from regular lenses. It has "ridges" in the plastic, which are often mistaken for being the material for a cheap lens. It is actually a clever way to fuse dozen of little lenses together in concentric circles, thereby allowing a much thinner sheet to have the same magnification as a thicker, solid, one piece lens. Fresnel lenses, invented by Augustin-Jean Fresnel, have a Wikkipedia entry! Click to read.
